SB 543 (Stats. 2025, Ch. 520) took effect 1 January 2026 and renumbered part of
the ADU chapter. Citations written before that date now point at sections that no longer exist, including in
some of the state's own letters.
A stale citation does not look wrong, it just dangles
§ 66324 was the impact fee section. It is now § 66311.5. § 66332 covered legalizing unpermitted units;
it is now § 66311.7. Anyone quoting the old numbers, including guides published in 2025, is pointing at nothing.
There was also an earlier move: SB 477 (eff. 25 March 2024) relocated all of former
Gov. Code §§ 65852.2, .22, .23 and .26 into §§ 66310–66342. Most of the internet still uses those older numbers.
