California requires every city and county to submit its accessory dwelling unit ordinance to the Department of Housing and Community Development. HCD reviews it and publishes findings. We read all 463 published letters. Under Gov. Code § 66316, an ordinance that fails review is null and void in its entirety and state standards apply instead. So in most of these cities, the ADU rules published on the city's own website may not be the rules that govern.
